Council of Europe Ad hoc Committee of Experts on Legal, Operational and Technical Standards for e-voting (CAHVE) within the Council of Europe - update of Recommendation Rec(2004)11
The Ad hoc Committee of Experts on Legal, Operational and Technical Standards for e-voting (CAHVE) was set up by the Committee of Ministers in the Council of Europe. Under the direct authority of the Committee of Ministers the Ad Hoc Committee was requested to prepare a draft Recommendation updating Recommendation Rec(2004)11 in the light of recent technical and legal developments on e-enabled elections in the Council of Europe member States. The Committee is made up of government representatives from their election management bodies with direct experience or specialised knowledge on e-voting.
The Ad hoc Committee of Experts on Legal, Operational and Technical Standards for e-voting
In April 2015, the Council of Europe Secretariat appointed Ms. Ardita Driza-Maurer, expert on political rights and new voting technologies who had been previously engaged in the biennial review meetings of Rec(2004)11, as the leading expert and tasked her with the drafting of a roadmap for the update of the Recommendation. The update was pursued in two phases. In the first phase, the CAHVE was asked to decide on issues of scope and the format of the updated Recommendation. In the second phase, once a decision is reached on these aspects, the ad hoc Committee will proceed with the actual update.
The first meeting was held between the 27th and 28th October 2015 in Strasbourg at the Council of Europe, Agora Building in which 48 members attended. A 2nd meeting was held between the 3rd and 4th November 2016 in Strasbourg at the Council of Europe, Palais de l’Europe building in which 19 member states attended. The meeting’s agenda included an update on the Consultation Process, an update of the Committee of Ministers’ Recommendation Rec(2004)11 and the adoption of the draft Recommendation and supporting documents. At the end of the two day meeting an ABRIDGED REPORT OF THE MEETING was presented to the members present which was unanimously approved. Malta was represented by Mr Michael R. Borg from the Electoral Commission IT section.
