Voting in the European Elections 2019 – a step-by-step guide:

  1. To register to vote, a valid identification document issued by Maltese authorities is a must. If you are Maltese, apply for your Identity Card at the Identity Management Office (at Gattard House, National Road, Blata l-Bajda or at 28A, St Francis Square, in Rabat, Gozo). 

If you are a non-Maltese EU national, apply for a Residence Card at the Identity Malta Office at Evans Building, St Elmo’s Square, Valletta.

In order to be registered as voter, you must also attain the age of 16 years by 24th May 2019 and have all the other necessary qualifications, as by law.

  1. When applying for an identification document, you'll be given a form to fill in to be registered as a voter in the Local Councils Electoral Register and you will also be asked if you wish to opt to be registered in the European Union Electoral Register. 

If you're a non-Maltese EU national, you can register to vote for the European Elections either in Malta (Section C option 1 of the form) or in your home member state (Section C option 2). 

If you choose to vote in Malta (for candidates contesting the election in Malta), the electoral authority in your home member state will be informed to avoid double-voting.

  1. If you're a non-Maltese EU national who had decided to vote in your home member state, but you now want to vote in Malta (for candidates contesting the election in Malta), fill in this form again. Download it here. Fill it in and send it by free post to the Electoral Commission at Evans Building, Merchant Street, Valletta. You can also submit it in person to your Local Council office or any police station to be passed on to the Electoral Commission free of charge, as by law. 

    The Electoral Commission constantly works to ensure that all Local Councils and the Police follow the provisions of the electoral law, which requires them to perform this service, and to give you a receipt when you submit your form, either in person or by post.
     
  2. If you're already a registered voter but you've changed your address or your last name, you need to update your identity document first. Maltese nationals can fill in and submit the required forms at Gattard House, National Road, Blata l-Bajda whilst non-Maltese EU nationals can fill in and submit the required forms at Evans Building, St Elmo's Square, Valletta. 

Remember that this process is related to your identification document, on the basis of which your voting document will be issued. The Electoral Commission will then update the Electoral Register according to the information you provide in your form.

  1. You can check if you're registered here. The revised Electoral Registers will be published in the first week of April. If your name is still not on the register then, and you're not disqualified from voting by law, you have legal recourse, which is free of charge. 

Go to the Registry at the Courts of Justice in Valletta and apply to have your name included in the Electoral Register (for free). A revising officer will preside over the decision.

  1. When your name is on the register, Police Officers will attempt to deliver your voting document/s to your registered address. Home delivery will start on Sunday 14th April 2019. No deliveries will be made on Good Friday (19th April 2019) and Easter Sunday (21st April 2019).

    The voting document shall be served on each voter by a Police Officer or by any other person appointed for the purpose by the Commission, and such document shall be deemed to have been served by delivery to the person to whom it is addressed, or to an adult person, who either resides at the same address or is in his employment, at the address of the voter as shown in the Electoral Register. The Political Parties shall have the right to each nominate one representative to accompany each Police Officer or other person effecting service as aforesaid.

    If no one is at home when the Police Officer calls, you will be able to collect your voting document/s by calling personally at the Police Station (or Local Council in certain localities) of the town or village where you are registered, on presentation of a valid Identity Document (Identity Card or Residence Card) issued by Identity Malta, between Thursday 9th May and Sunday 19th May 2019 (last day till noon).

You may also personally collect your voting document/s from the Electoral Commission at the Counting Complex (ex-Trade Fair grounds) in Naxxar between Monday 20th and Thursday 23rd May 2019  (last day till midnight), if you are registered in Malta, or, if you are registered in Gozo, from the Electoral Office in Rabat, Gozo on presentation of a valid Identity Document (Identity Card or Residence Card) issued by Identity Malta. 

  1. On Polling Day, you must surrender your voting document to the Assistant Electoral Commissioners at the polling station indicated on the voting document itself, in order to cast your vote. Polling stations will be open from 7.00am to 10.00pm. No one is allowed to vote without a voting document issued by the Electoral Commission.
     
  2. Malta uses the Single-Transferable Vote (STV) system. The STV system is a voting system designed to achieve proportional representation through ranked voting. You shall have one transferable vote. In casting your vote, you must place a number ‘1’ against the name of the candidate for whom you wish to vote. Additionally, you may also indicate your order of preference for as many candidates as you please by placing against their respective names the number ‘2’, ‘3’, ‘4’, ‘5’ and so on in consecutive numerical order.
